NaTasha Vaughn serves as a Corporate Registrar Team Lead for The College of Health Care Professions, where she supports students across the state of Texas. She has built a reputation for creating impact across education, leadership, and community service.
Her leadership journey is marked by consistency, growth, and a commitment to service which extends deeply into her community. NaTasha serves on the Board of Directors for the Fort Bend Junior Service League as the 2025–2026 Director of New Members, where she has been recognized as Volunteer of the Year (2024, Provisional of the Year) and Outstanding Volunteer of the Year (2025, Mentor of the Year).
She began her ABWA journey in 2007 with the High Noon Chapter in Albuquerque, New Mexico. After moving to Houston in 2011, she found her home with the Fort Bend County Chapter, where she now serves as the 2025–2026 Treasurer and is also the 2026 Chair of the Houston Area Council of ABWA. NaTasha is a 2026 Top Ten Business Woman of ABWA, and has been recognized for many other professional achievements from various other organizations.
But beyond the titles and recognition, what makes NaTasha’s leadership truly powerful is how she shows up. As an introverted leader who has grown into influential roles, she understands what it means to lead in spaces that often expect you to be louder, faster, and constantly “on.” Instead of conforming, she has learned how to lead differently with intention, with alignment, and with heart.
Through her signature frameworks QUIET Method™ and the HEART Framework™, she teaches women how to lead with confidence, protect their energy, and build sustainable success without losing who they are in the process.

Tania brings 25+ years of experience across corporate account management, pricing strategy, and small business ownership – including nearly 20 years owning and operating Dream Dinners. A long-time community leader, Tania served as a Pearland Chamber Ambassador for over 15 years and has been a member of the Rotary Club of Pearland for over a decade – holding roles including President and Co-President. She has also led the Pearland Fights Hunger initiative that has packed more than 600,000 meals over the last 10 years for families in need.
Tania holds a B.S. in Chemical Engineering from Texas A&M University where she was a Dean’s List honoree and captain of the varsity soccer team! Today, she continues to combine her leaderslhip experience, entrepreneurial insight, and passion for service to uplift small businesses and fuel innovation throughout Pearland.

The South East Express Network is excited to have Officer Herbert Oubre from the Pearland Police Department as our featured speaker for November’s meeting. Officer Oubre has proudly served with the Pearland Police Department for more than 15 years. During his career, he has worked in patrol, served as a K9 handler, and now contributes as a department instructor and training coordinator. He has taught a wide range of courses including Arrest, Search and Seizure, Patrol Tactics, Report Writing, and Crisis intervention.
Officer Oubre is passionate about officer development and has played a key role in mentoring new officers through the department’s Field Training Program. Over the years, his dedication to service and training excellence has earned him multiple recognitions, including Officer of the Year, FTO of the Year, and the Life-Saving Award.
In addition to his instructional duties, Officer Oubre also supports the department’s Unmanned Aircraft Systems (UAS) team as Lead Pilot and instructor, helping integrate emerging technology into daily operations. Outside of law enforcement, he’s committed to community engagement and building strong partnerships between polic and residents to enhance public safety and trust.
As business women, we are often traveling to events, work, or shopping, by ourselves. Officer Oubre’s presentation will provide us with practical tools and awareness strategies to enhance our personal safety in everyday situations. Drawing on real-world law enforcement experience, he will share how to recognize potential threats, trust intuition, and develop a proactive safety mindset. Through relatable examples and clear guidance, attendees will learn how to increase confidence, set boundaries, and make informed decisions to reduce risk and stay safe at home, work, and in public spaces.
